Positive Developments in EU Candidacy

Zelenskyy took to social media platform X to share the news, stating, “The European Commission’s Enlargement Package Report shows Ukraine is progressing towards EU membership and is ready to initiate Clusters 1, 2, and 6.” This declaration comes in light of ongoing reforms within Ukraine amid the relentless aggression from Russia.

Since becoming an official EU candidate in February 2022, shortly after the onset of the Russian invasion, Ukraine has been working diligently to align itself with European standards. The recent 2025 Enlargement Package Report from the European Commission sheds light on Ukraine’s progress and the challenges that lie ahead in its aspiration for EU membership.

European Commission’s Assessment

The European Commission has recognized Ukraine’s “remarkable resilience” and commitment to its accession into the EU. However, the report also pointed out concerns regarding the need for a robust “anti-corruption framework.” The independence and capability of Ukraine’s anti-corruption institutions have emerged as critical areas of focus.

In July, President Zelenskyy signed a controversial bill that was criticized for potentially undermining these vital anti-corruption agencies. The backlash resulted in significant public protests, forcing the government to reconsider its stance and pass a new law to reverse the detrimental changes.

The European Commission has emphasized the importance of maintaining the independence of Ukraine’s anti-corruption institutions and has commended Ukraine’s positive steps in adopting policies like roadmaps for the rule of law and public administration reforms.

Aiming for 2028 Accession Negotiations

Ukraine has set a target to conclude accession negotiations by 2028. However, the Commission has urged for accelerated reforms, especially pertaining to the rule of law, to ensure that Ukraine can achieve its goals within this timeline. Prime Minister Yulia Svyrydenko underscored the importance of the report, describing it as the country’s best in three years and reinforcing the notion that EU membership remains a national priority.

Opposition from Hungary

Despite the progress highlighted by the European Commission, not all EU member states are on board with Ukraine’s rapid accession. Hungarian Prime Minister Viktor Orbán has openly opposed Ukraine’s EU progress, proposing instead a “strategical agreement” with Kyiv. He argued that full EU membership would be “excessive” given the current circumstances.

This opposition from Hungary reflects the complex dynamics at play within the EU regarding Ukraine’s membership aspirations. As Ukraine continues its reforms and navigates internal challenges, it will need to engage with both supportive and skeptical member states to solidify its EU path.
