Her leadership political action committee (PAC) drew criticism for allocating 94.8% of its funds to expenses such as catering, food delivery, and luxurious trips, including stays at hotels in California’s wine country. This extravagant spending contrasted sharply with the minimal amount devoted to its intended purpose of supporting candidates. Despite the controversy, Moore retained her congressional seat in a landslide victory.
Violations of the Hatch Act
Two major violations outlined in the FACT report involve breaches of the Hatch Act, which seeks to maintain the nonpartisan nature of government operations. Secretary of Health and Human Services, Xavier Becerra, was cited for sending out a political email with significant implications just two months before the elections. The email, viewed as a “sales pitch for Kamala Harris,” praised the Vice President’s role in the Inflation Reduction Act.
Despite not explicitly urging recipients to vote for Harris, the email reached an extensive audience—over 67.5 million Medicare subscribers—thus raising serious ethical questions. The HHS has yet to provide a comment on this accusation.
David Trone’s Campaign Fund Issues
Another significant violation comes from outgoing Maryland Democratic Rep. David Trone. He faced backlash during the election cycle for allegedly funding his campaign with profits from his family business, Total Wine, while not disclosing his continued interests in the company. Trone, who left Congress to run for a Senate seat, failed to keep voters informed of these connections, leading to accusations of possible misconduct.
Global Regulatory Concerns
The FACT report also investigated Rep.-elect Eugene Vindman, who allegedly received campaign contributions exceeding legal limits. The VoteVets PAC reportedly engaged in illegal electoral activities for Vindman’s campaign by performing press liaison duties without following federal regulations.

In light of these violations, FACT’s Executive Director Kendra Arnold expressed concern over the pattern of unethical conduct observed, particularly during the campaign phase. “Of all the types of violations, it could easily be argued that those committed to get into office are among the very worst,” Arnold stated.
