House Democrat Under Fire for Excessive Office Renovation Costs

A Democrat representing North Carolina’s 1st Congressional District is drawing criticism for reporting over $40,000 in expenses related to refurbishing his district office. The scrutiny comes amid rising concerns over fiscal responsibility as Rep. Don Davis, D-N.C., disclosed his financial expenditures for the second quarter of 2023.

According to congressional disclosure records, Rep. Davis reported spending $27,300 classified as “habitation expenses” and another $13,030 on “office supplies and furniture.” This placed him second among all members of the House of Representatives for such spending, outpaced only by his colleague Rep. Bobby Scott, D-Va.

The reported costs have raised eyebrows and prompted inquiries into the necessity and transparency of such expenses. When questioned by Fox News Digital, Davis attributed the high costs to redistricting and “rising costs” associated with operating a congressional office in the current economic climate.

Davis’ Defense of Spending

In his defense, Davis noted, “Upon my first election to Congress, we immediately set to work establishing our congressional office within the new district, starting from scratch with no furniture and limited supplies. After subsequent redistricting, we expanded our offices to serve our constituents better.” He emphasized that these expenditures reflected both the rising costs faced nationwide and the financial implications of redistricting.

Interestingly, the Democratic Congressional Campaign Committee (DCCC) backed Davis’ spending, arguing that maintaining an office is essential for serving constituents. “Congressman Davis has some of the best constituent services in the country,” said DCCC spokesperson Madison Andrus, suggesting that Republicans should learn from Davis’s practices rather than attempting to redraw district lines to bolster their declining influence.

However, this is not the first instance where expenditures related to congressional offices have become a point of contention. In a previous election cycle, the DCCC used similar housing expenses to target then-Rep. Steve Chabot, R-Ohio, who spent significantly less—under $7,000 from 2011 to 2022. Critics have pointed out that the DCCC’s current defense of Davis’s expenses appears inconsistent.

Criticism has also emerged from GOP officials. A spokesperson for the Congressional Leadership Fund (CLF), Torunn Sinclair, called Davis’s expenses out of touch with the realities facing North Carolina families. “While Congressman Don Davis is wasting taxpayer money on extravagant office renovations, North Carolina families struggle to make ends meet,” Sinclair stated, asserting that these expenditures jeopardize the trust between the congressman and his constituents.

Despite not being the highest spender in terms of habitation expenses, Davis’s reported costs come at a time when transparency in government spending is under greater scrutiny. In stark contrast, fellow North Carolina Democrat, Congresswoman Valerie Foushee, who was sworn in during 2023, reported habitation expenses of under $3,000.

Moreover, reports have surfaced highlighting additional spending by Davis, including taking $4,500 in per diems over 19 days in which he did not vote, as well as nearing $10,000 during a trip to the U.S. southern border in 2024.

Members of Congress are required to report expenses funded by government resources, including costs for maintaining an office. Habitation expenses cover minor costs incurred for decorating offices, with items priced below $500 categorized accordingly. Larger expenditures, including furniture costing between $500 and $25,000, should fall under separate budget categories.

This has led to wide variations in how lawmakers utilize these funds, with some facing backlash for excessive spending. A notable example is former Rep. Aaron Schock, R-Ill., who faced severe criticism for spending $40,000 to refurbish a district office with a lavish design influenced by the television show “Downton Abbey.”
