The administration of former President Donald Trump finds itself amid a whirlwind of scrutiny following its partnership with billionaire Elon Musk in efforts to dissolve the U.S. Agency for International Development (USAID). Musk, known for his controversial statements, referred to USAID as a “viper’s nest” filled with mismanaged funding, prompting renewed discussions about the agency’s role and impact.

One of the most contentious issues surrounding USAID has been its involvement in global reproductive health initiatives, particularly in Africa, where critics argue that the organization has used U.S. funding to promote abortion. During President Joe Biden’s tenure, USAID was often cited by opponents for its alleged support of pro-abortion agendas, especially following the rescindment of the Mexico City Rule.
The Mexico City Rule and Its Implications
Upon taking office, President Biden quickly acted to reverse the Mexico City Rule—a policy originally instated under President Ronald Reagan, which prohibited U.S. aid from being allocated to non-governmental organizations that advocate for abortion. This controversial decision allowed the flow of millions in U.S. funds to pro-abortion organizations such as Marie Stopes International (MSI), which has maintained a global presence in reproductive health services.
MSI reported that during the Obama administration, it received 17% of its funding from USAID. Following the reinstatement of the Mexico City Rule during Trump’s presidency, the organization faced an million funding shortfall across the last three years of that administration, heavily impacting operations in countries like Madagascar, Uganda, and Zimbabwe.
Political Accusations and Funding Challenges
In 2023, Republican Representative Chris Smith from New Jersey accused the Biden administration of exploiting a successful AIDS relief program known as PEPFAR. He claimed that the program, which has directed 0 billion toward combating AIDS globally and saved approximately 25 million lives, was being hijacked to propagate an international abortion agenda.
Rep. Smith highlighted that two organizations, Population Services International (PSI) and Village Reach, received substantial funding from PEPFAR under Biden’s leadership, while also being linked to pro-abortion advocacy. He indicated that PSI openly promotes abortion services across nearly 20 countries, declaring its intent to eliminate pro-life legislation regardless of local laws.
Smith further alleged that Village Reach utilized PEPFAR funds to advocate for abortion in Malawi while assisting in establishing a government-funded hotline for “sexual and reproductive health,” which could potentially include abortion information and referrals.
Funding and Foreign Policy Tensions
Another group, Pathfinder International, reportedly received million in PEPFAR support between 2021 and 2023 and has been vocal about its commitment to expanding access to safe abortion globally, raising red flags among pro-life advocates.
In late 2022, the Biden administration faced allegations of pressuring the West African nation of Sierra Leone to adopt more liberal abortion laws in exchange for foreign aid. The Millennium Challenge Corporation (MCC) reportedly threatened to withhold hundreds of millions in assistance unless Sierra Leone relaxed its abortion laws, according to a Daily Signal report citing a former U.S. government official.
The MCC signed an extensive agreement with Sierra Leone’s finance minister in September, which seemingly linked the release of 0 million in foreign assistance to the nation’s compliance with “rigorous standards for good governance, fighting corruption, and respecting democratic rights.” The MCC has publicly denied any efforts to influence the country’s legislative stance on abortion, asserting that any such topics would remain internal matters for Sierra Leone.

As Sierra Leone’s parliament engaged in discussions on potential abortion law reforms, social media was abuzz with footage of robust pro-life protests taking place inside the legislative building, showcasing the existing tension surrounding abortion policies.
